Aligned with Article 10 of the World Trade Organization (WTO) Trade Facilitation Agreement (TFA), our project is poised to streamline formalities, accept electronic copies, implement Single Windows, and establish a Trade Information Portal for collating Average Release Times. By championing seamless automation, our PCS complements ongoing trade facilitation reforms, contributing to the government's initiatives addressing national transport and logistics challenges. Enabling electronic information exchange across port and logistics sectors, the PCS integrates with the National Maritime Single Window and Customs ASYCUDA World System. This integration reduces port operation costs, enhances efficiency, and adds value throughout the logistics and transportation chain.

Our focus on digitalization addresses crucial challenges, including the absence of a single submission point for documents, limited cargo traceability, non-integrated logistics systems, and sub-optimal berth management. Upon successful PCS development and deployment, Barbados will boast a centralized point for one-time document submission, eliminating the need for physical visits to regulatory agencies for licenses and permits. The streamlined process reduces bureaucracy, currently involving up to 20 agencies, facilitating a more efficient and customer-friendly experience.

Our Objectives

Design, develop and implement a PCS system which would provide a neutral and open electronic platform to facilitate the secure and intelligent exchange of information between both public and private stakeholders.

Reduce the length of time taken and associated costs to complete trade related transactions through simplification and harmonization of processes, and procedures while allowing for interoperability with other systems in real-time.

Reduce clearance times for cargo through the electronic release of cargo across agencies.

Improve the ability to track and trace cargo to eliminate discrepancies in cargo inventory across agencies.

Provide an efficient mechanism for scheduling of inspections and collection of cargo to reduce wait times.

Standardize and streamline payments through an e-payments system for trade and logistics transactions.
